Juan Jesús Vivas, leader of the Spanish enclave of Ceuta, has accused Morocco of either encouraging or allowing last week’s mass crossings. He described the influx as an attack on Spain’s territorial integrity. Spain is calling for solidarity from the European Union as the episode fuels a political crisis among member states. The interior ministry said 48,300 of about 50,000 people who arrived in Ceuta had been returned to Morocco. The influx overwhelmed the enclave, whose population is 84,000.
