Spain repaired relations with fellow European Union countries on Tuesday after a mass arrival of migrants in the North African enclave of Ceuta prompted criticism on both sides of the Atlantic. Madrid also said that nearly all of the 72,000 people who entered the enclave from Morocco last week had gone back. About 2,000 remained, according to the confirmation. The episode had strained Spain’s relations with its EU partners.
