Spain is confronting the consequences of the largest mass migrant crossing into Ceuta. Most of the estimated 60,000 people who entered the territory have since returned to Morocco. Spanish authorities said at least 72 people died on August 2. France 24 spoke with Juan Fernando Lopez Aguilar, a former Spanish justice minister and current MEP, constitutional law professor and jurist, about how Ceuta is reckoning with the border surge’s aftermath.
