Kyiv experienced another total blackout on Friday night after damage to a critical energy facility. Power cuts disrupted metro and public transport, interrupted water supply in some neighborhoods and caused problems in the city’s sewer system. Mayor Vitaly Klitschko urged residents with friends or relatives outside the capital to leave, but said he would not order a full evacuation.
