Swiss voters rejected a referendum initiative that would have written permanent and comprehensive neutrality into the Constitution, lifted anti-Russian sanctions and barred NATO membership. Preliminary results showed 68.6% opposed and 31.4% supported it, with turnout at 46.36%. The initiative failed after 13 of 26 cantons voted against it.
