A UN report says at least 68 US strikes on vessels allegedly trafficking drugs in the Caribbean and Pacific since September killed 223 people and breached international law. Special Rapporteur Ben Saul said there were reasonable grounds to consider the attacks crimes against humanity, while the US military called those targeted “narco-terrorists” without providing definitive evidence of trafficking.
