New participants with expanded powers could enter Russia’s crypto market by the end of the year, Bank of Russia First Deputy Governor Vladimir Chistyukhin said. A transition period runs until mid-2027. The law governing digital currencies took effect on September 1, while domestic crypto and stablecoin settlements are treated as illegal currency transactions and can incur fines of up to 40% of the transaction amount.
