The Bank of Russia has proposed a 1% capital ceiling for banks’ crypto and foreign-digital-instrument exposure through ratios N31 and N32. Customer custody assets would count when the bank bears losses from seizure or restricted transactions, but could remain outside the ratios when it does not—while still receiving prudential treatment. The rules are still in draft form.
