Central Election Commission Chair Ella Pamfilova said voting on the second day of Russia’s State Duma election was “quite intense,” with polling stations opening on time in all 89 regions. The September 18-20 election features 10 parties, while 39 regions are also holding legislative and leadership elections to fill 23,000 seats.
