More than 4.6 million people have voted early in Russia’s elections, Central Election Commission Chair Ella Pamfilova said. More than 4.4 million of those votes came from 12 regions under martial law. The State Duma and regional elections are being held from September 18 to 20, with 23,000 seats to be filled.
