European Commission President Ursula von der Leyen has proposed a European Security Council bringing together EU leaders and partners including Canada, Norway, Ukraine, and the U.K. She also wants an alert mechanism independent of NATO for threats below armed aggression, Canada to become the EU’s first associate member, and extensive winter support for Ukraine.
