Ursula von der Leyen is expected to propose a European Security Council in her annual State of the European Union address in Strasbourg, Euractiv reports, citing a draft. The format would bring together EU, Ukrainian, UK, Norwegian, Canadian and other leaders to coordinate responses to security threats, but could emerge as a potential rival to NATO. She is also expected to propose a NATO Article 4-style security protocol and present Canada as a key partner.
