Yabloko, the anti-war opposition party, was barred from Russia’s State Duma elections, while some of its single-member-district candidates were removed from the race. Independent observers nevertheless plan to monitor polling stations, arguing that oversight can limit fraud and expose discrepancies between paper ballots and remote electronic voting, particularly in Moscow.
