The European Commission has proposed overhauling and simplifying public procurement rules to encourage authorities, schools and hospitals to favour European goods and services without binding quotas. The plan is intended to address Chinese firms’ growing presence in European transport and infrastructure markets and must still be approved by parliament and EU ministers.
