EU foreign policy chief Kaja Kallas said Wednesday that last month’s incident involving an explosive-laden drone at Leipzig airport bore “all the hallmarks of state-sponsored terrorism.” Germany has blamed Russia for what it calls a “hybrid attack.” Kallas said the EU had summoned Russia’s envoy, with member states doing the same.
