Taiwan held its annual Urban Resilience exercise on August 13 alongside the Han Kuang drills. Seven northern cities and counties conducted a roughly 30-minute mobile-network slowdown, with air-raid alerts and traffic controls. For the first time, the exercise simulated a wartime internet blackout to test responses to damage to undersea cables and other key communications facilities, affecting an estimated 17 million people.
