Russian Deputy Foreign Minister Mikhail Galuzin said that no “freeze” could happen without addressing what he called the root causes of the crisis. His statement came ahead of planned visits by a US envoy to Kyiv and Moscow. Moscow is therefore rejecting a temporary halt that does not deal with the underlying causes of the war.
