The European Union says reciprocal border restrictions imposed by Spain and Italy are temporary and will not produce lasting effects on the Schengen zone. Spain began checking travellers arriving from Italy after Rome introduced similar controls following a surge of migrants into Spain’s North African enclave of Ceuta. Madrid says most of the migrants were quickly returned and accuses Italy of permitting “persistent irregular migration.”
