Dmitry Peskov said mutual security guarantees for Russia and Ukraine would be discussed at trilateral talks in Abu Dhabi. He ruled out Europe joining because the format was agreed as Russia and Ukraine with US mediation. Russia will eventually discuss Europe’s future security system with European countries, he said, while noting Europe has yet to decide who can negotiate with Moscow.
