Dai Huaicheng, secretary-general of the China Arms Control and Disarmament Association, said Japan’s industrial capacity and plutonium stockpiles could let it develop a nuclear explosive device within weeks if it chose to pursue nuclear weapons. He cited estimates ranging from just over 100 days to a few dozen days.
