Russia’s permanent representative to the OSCE, Dmitry Polyansky, said Moscow would reject a new round of “Minsk agreements” or a freeze that would keep Kyiv’s authorities in power. He said Russia no longer trusts the EU or Ukraine, and that Europe knows the conditions under which Moscow is prepared to negotiate.
