Deputy Foreign Minister Sergey Ryabkov said Russia sees no grounds at present for restarting strategic stability talks with the United States. Arms-control contacts are limited to occasional meetings on the sidelines of multilateral events. Further contacts may follow as France’s coordination of the nuclear P5 agenda develops, but there is no bilateral dialogue.
