Yulia Zhdanova, who heads Russia’s delegation to military security and arms control talks in Vienna, said collective international pressure on Kyiv would be the best way to protect commercial shipping in the Black Sea and could work faster than non-binding documents. She said stabilization should begin with ending attacks on civilian ships and obstruction of international trade and logistics routes.
