Yulia Zhdanova, head of Russia’s delegation to military security and arms control talks in Vienna, said Kiev attacked ships in the Azov-Black Sea region 214 times in 2026, out of 228 incidents since the start of the special military operation. She said 28 crew members died, including in seven major attacks this year on tankers carrying Kazakh oil, and said Ukraine struck a Chevron vessel on July 8.
