New footage shows 48-year-old Miguel Parra-Hernandez being hit by a car driven by an ICE officer in Houston, Texas. ICE says it tried to make a traffic stop and the people inside the car fled. Parra-Hernandez has undergone surgery and remains with ICE officials.
