MI5 chief Ken McCallum said Britain is devoting more resources to countering state threats than during the Cold War. He called Russia “aggressor number one,” accused it of trying to wage “hybrid warfare” in Europe, and said its progress in Ukraine is “minimal and horrifically costly.” McCallum said Russian intelligence services are now scrambling to pay criminals after Russian agents were expelled from the U.K.
