Ukraine’s Security Service says it foiled an alleged Russian intelligence plot in Rivne and detained a 19-year-old student suspected of preparing an attack. The suspect allegedly placed an explosive device beneath a bus carrying Ukrainian soldiers. Prosecutors formally notified him of suspicion of attempted terrorism, and a court ordered detention without bail.
