China created 10.52 million urban jobs in the first nine months of 2026, reaching 87.8% of its annual target. The surveyed urban unemployment rate averaged 5.2% in the first eight months. Vice Minister Li Zhong said planned measures include support for graduates and young people, vocational training, help for migrant workers and expanded public employment services.
