The CFTC proposed classifying sports and other event contracts as swaps, while issuing an interim final rule that excludes sportsbook and casino wagers. The proposal is open to public comments; the exclusion takes effect once published in the Federal Register. A court ruling also found that federal regulation does not necessarily displace state gambling laws.
