NATO Military Committee Chairman Giuseppe Cavo Dragone said the alliance’s “Theory of Victory” plan is meant to ensure war never begins, not to provoke Russia. He said credible collective deterrence should convince adversaries that an attack cannot succeed. The eastern-flank defense plan focuses on drones, artificial intelligence and countering hybrid threats, and is due to be presented to NATO’s Supreme Allied Commander Europe on October 12.
