The Fraser Institute’s 2026 Economic Freedom of the World report again ranks Hong Kong as the world’s freest economy. Hong Kong placed first for freedom to trade internationally and second for regulation. A government spokesperson said the city would maintain its free-port status, zero tariffs and simple, low taxes, while advancing development of the Northern Metropolis.
