Bloomberg reports that Putin initially expected peace talks with Ukraine to conclude within a year of his August 2025 meeting with Trump in Alaska, so a sharp budget increase seemed unnecessary. By January, the Kremlin had concluded that no deal would be reached and spending began to rise. Russia’s defense spending could reach 17 trillion rubles by the end of 2026, 40% above the 2025 plan, sources close to the government said.
