Foreign Minister Andrii Sybiha said Ukraine plans to sanction more than 20 Russian oligarchs after the EU removed Alisher Usmanov and Mikhail Fridman from its sanctions list. President Volodymyr Zelensky has approved the list, which is being formalized. Canada says it will keep its sanctions on the two men, while Kyiv is coordinating with other partners to maintain them.
