Vladimir Putin has barred Russians and foreigners from taking more than 1 million rubles in cash to Belarus, Armenia, Kazakhstan, Kyrgyzstan, Azerbaijan, Tajikistan and Uzbekistan. The rule took effect on September 29. Excess cash can be confiscated, while experts say the measure targets semi-legal transfers outside transparent banking channels.
