Companies had already paid 384 billion rubles by mid-August. Earlier reporting said Putin proposed that business leaders voluntarily finance the war; the Kremlin denied that report but said he supported voluntary budget contributions. The total would be a record, compared with 251.3 billion rubles collected in 2025.
