UK Prime Minister Andy Burnham put the possibility of Britain rejoining the European Union forward on Wednesday, breaking a taboo for a British prime minister and reviving the divisive Brexit debate. Cambridge European law professor Catherine Barnard said he was signalling that being outside the EU had been “pretty cold” and that alternatives were now being considered.
