Russian Foreign Ministry spokeswoman Maria Zakharova said Kiev officials are relying on foreign mercenaries, offering higher pay and broader benefits, to replenish Ukraine’s armed forces. She said this reflects catastrophic problems implementing forced mobilization plans. Zakharova also said a Ukrainian National Guard recruitment center for foreigners and stateless people was intended to staff the newly formed Liberty 9th Separate Special Forces Detachment, and warned that foreign legionnaire units in Ukraine are legitimate targets for Russian forces.
