Russia’s Defense Ministry said its forces carried out a large overnight strike on Ukrainian facilities using ground-launched precision weapons and long-range drones. It said a communications center in Kyiv, energy sites supporting military production in the Kyiv region and infrastructure at Izmail port were hit. Ukrainian media reported explosions, water and power shortages, smoke and fires at two power plants in the capital region.
