Estonia said on Sept. 29 that Russian intelligence services were behind an Aug. 15 arson attack at a Milrem Robotics building in Tallinn. Foreign Minister Margus Tsahkna said the government could state “with certainty” that it was sabotage ordered by Russian special services. Three suspects were arrested and transferred to Estonian authorities.
