By late September, Ukraine had stored about 10.5 billion cubic meters of natural gas underground—79.5% of the minimum needed for the cold season and 72% of its 14.6-billion-cubic-meter target for Dec. 1. Domestic production is replenishing reserves, but about $1 billion in gas purchases would be needed to reach the minimum level.
