The WTO Dispute Settlement Body approved Russia’s repeated request to establish a panel examining its dispute with the European Union over the Carbon Border Adjustment Mechanism. Russia says the measure’s additional charges on some goods from third countries significantly restrict access to the EU market; its first request was blocked in July.
