Russia’s Digital Development Ministry has asked the central bank to ensure banks follow rules requiring mass calls to be labeled. The country’s four largest mobile operators say they will begin blocking calls from major banks on October 15 if the banks have not signed labeling agreements. The banks argue that transmitting caller information to subscribers is the operators’ responsibility under the law.
