The Association of Tour Operators of Russia has formally appealed to Maldivian Tourism and Civil Aviation Minister Mohamed Ameen and notified Russia’s Economic Development Ministry about a new 17% goods and services tax. The association says the measure, effective October 1, 2026, could tax Russian operators’ margins twice and reduce the Maldives’ competitiveness as a premium destination.
