Russian Foreign Ministry spokeswoman Maria Zakharova said the Comprehensive Nuclear-Test-Ban Treaty’s entry into force remains uncertain despite ratification by 179 of its 188 signatories, blaming the US position in particular. She said Russia continues its voluntary moratorium on nuclear testing and would take countermeasures if the US or other states conducted full-scale tests.
