Alexander Safronov, secretary of the Communist Party’s Krasnodar regional committee, said widespread fraud affected the September 18–20 State Duma election and cost the party about half a million votes in Krasnodar Krai. He said camera footage allegedly showed ballots being swapped overnight at one polling station; those ballots were annulled. The Central Election Commission and regional authorities had previously reported no serious violations.
