Russian Permanent Representative to International Organizations in Vienna Mikhail Ulyanov said the IAEA General Conference failed for a second consecutive year to reach consensus on key technical resolutions. He called the trend alarming, noting that the agency repeatedly adopts political resolutions on North Korea, Ukraine and the Middle East while failing to agree on matters central to its mandate. Russia will work to prevent this from continuing.
