The Bank of Russia plans to issue comprehensive recommendations requiring banks to examine the origins of clients’ cash and update suspicious-transaction typologies. Official Bogdan Shablya said cash of “unknown origin” comes mainly from illegal cryptocurrency exchanges in Moscow. Cash in circulation has risen by 2.5 trillion rubles since the year began, while businesses’ demand has grown partly as they adjust to 2026 tax changes.
