Russian diplomat Yulia Zhdanova said Moscow reserves the right to take commensurate and proportionate self-defense measures if military facilities of NATO and EU countries in Ukraine are used to strike Russian territory. She called those facilities legitimate military targets and said the countries involved would bear responsibility for any further deterioration.
