The FSB’s Moscow and Moscow Region directorate said it detained a Moscow resident born in 1993 who allegedly planned a terrorist attack in the Moscow Region by detonating a vehicle in a high-ranking Russian official’s motorcade. Investigators say he studied homemade explosives online and bought components to make a device.
