Russia’s Federal Financial Monitoring Service, or Rosfinmonitoring, has proposed allowing banks to freeze transactions when a customer’s details partially match those of someone on its list of terrorists and extremists. The freeze would last five business days unless separately extended, with Rosfinmonitoring setting the matching criteria. The amendments aim to prevent people from evading restrictions through alternate identifying details.
